Can we develop a consistent picture of atomic nuclei that span multiple energy scales with theoretically sound linkages between the scales? This question is addressed at scales ranging from the chiral symmetric phase of QCD to the symmetrybroken phase of lowenergy nuclear phenomena. For example, one set of recent efforts sheds new light on high accuracy treatments of lowenergy phenomena that are tied to QCD via chiral effective field theory. At higher resolution, recent experiments show novel short range nuclear phenomena that may best be interpreted directly in terms of perturbative QCD suitably modified by features determined from lowenergy experiments and theory.
