dmp_skim_o utility

This utility allow for a dump of a skimmed tape content. It is mostly meant for checking a skimmed tape.

The format of the tape should be:

      m
      e1
      e2
      e3
      tr,id
      tr,id
      tr,id

(example for a triples event). Notice: only reduced times on the tape.

In addition, the program will bin the germanium energies and reduced times and write them as spe files for display in Radfords gf2.
