A Program Advisory Committee (PAC) has been formed to make recommendations for priorities in the allocation of research time, based on written proposals. Calls for Proposals will go out approximately two times a year. The PAC will consider these written proposals (make contacts by telephone where necessary) and make its recommendations. Decisions on beam-time allocation will be made by the Scientific Director of the facility, with the recommendations of the PAC being the primary consideration.
Proposals can be submitted at any time. Deadlines for proposals to be considered in the next proposal period will be communicated in the Call for Proposals, issued approximately a month before the PAC meeting. Fifteen copies of the proposal should be sent to:

The written proposals are to be short, dealing with the particular measurements proposed, and not experimental programs. A sample proposal and blanks for submitting proposals are enclosed. To obtain beam time for detector or instrumentation development a short proposal must also be submitted. The decision regarding a proposal will be communicated to the spokesperson in writing. Approved proposals will be available on a reading shelf, but until approved the proposals will be confidential.
Beam time will be scheduled in approximately two-month blocks, contingent on the broader considerations of operation and development of the facility. If for some reason an experiment cannot be carried out in the 6-month cycle for which it has received time, this allocation will be valid in the next 6-month cycle, but not beyond. Lost time (defined as any period of 12 hours or more in which the accelerator produces no usable beam) may be recovered.
The PAC will consist of seven voting members and two non-voting members (the Chairman, who will be the Scientific Director of the facility, and a Committee Secretary). Membership will be rotating, with three-year appointments.
